In-Depth Process for Solution Development and Deployment

Threat assessments for VIP assets include identifying potential “bad actors” and instantly alerting to any unauthorized activities around the perimeter. OptaSense’s Distributed Acoustic Sensing (DAS) system listens and “feels” for characteristic energies in proximity to a fiber-optic strand deployed around a critical asset. Our Perimeter Intrusion Detection System (PIDS) solution has the capability to filter environmental noise and accurately identify human, land, air and water vehicle movement. Furthermore, the system will detect and classify on activities that are attributed with stealth surveillance and physical security breaches. These alarms are displayed on our user interface (UI) with an easy integration to video management platforms.

While each site is unique, our attention to detail is consistent. OptaSense uses a military-grade combination of advanced analytics with artificial intelligence software alongside on-site calibration and fine-tuning engineering services. A site survey is conducted to inspect and discuss distinctive features and threats and to assist in final design of the threat profile, fiber layout and integration into any third-party system. Project Overview

Airport professionals face a complex problem with physical perimeter security. It is imperative for operators to identify malicious and non-threatening activities in real-time. Custom-tuned solutions meet the challenge of vast property sizes, proximity to public use and high traffic zones. Selecting an intrusion detection technology manufacturer that performs reliably with industry leading life-cycle support must be a thoughtful endeavor.

A large international airport approached OptaSense with the requirements to specifically identify personnel activities near the perimeter in unauthorized zones and approaches from highways. To align with critical intruder alarm response, it was additionally important that the perimeter intrusion detection system (PIDS) provide real-time detection and integrate seamlessly to the video management solution. The end goal was to more accurately and efficiently respond to verified intruder alarms while monitoring patterns of life of non-threatening activities.

Solution Deployment

After the team site-survey and threat profile development, OptaSense’s hybrid (buried and fence mounted) solution was selected with a failure tolerant and cut-resilient architecture. This met long-term system reliability needs and would provide detection and assessment of activities near critical “hot-spots.” An alert profile was designed for patterns of life providing ongoing situational awareness development.

For security and safety concerns, critical alert zones were generated for vehicle and personnel entry points to create sterile areas. Additional parameters were set to monitor surveillance activities. Integration routes to the existing video management solution and its cameras would provide validation of OptaSense’s “red” alert and target classification. Security officers then would be interacting in near real-time with the intruder drastically increasing site protection and personnel safety.

With the added value of OptaSense’s tuning and calibration engineering services the purpose-built alert zones provide detection and assessment with little to no false alarm rates (FARs). Furthermore, the consultative approach has reduced overall nuisance-alarm rates (NARs) with an industry-leading probability of detection (Pd).

The Challenge

Highway traffic volume in the greater Atlanta area ranks among the highest in the United States. A 2019 Urban Mobility Report found that drivers in Atlanta spend on average 77 hours each year in traffic and the area ranks 6th in the nation for traffic congestion. To meet this challenge, Georgia Department of Transportation (GDoT) has a long history of innovation in intelligent transportation systems, most notably starting with the 1996 Olympic Games in Georgia and continues to push the envelope in getting the most out of its transportation network.

In an effort to reduce traffic congestion in the metro Atlanta area, GDoT wished to evaluate the use of distributed fiber-optic sensing as a viable method for providing key traffic flow indicators. This would allow the department the option to retire existing, legacy detection devices in favor of leveraging their existing, pre-installed fiber-optic network for traffic monitoring.

The Solution

In the first quarter of 2020, GDoT completed a successful project to deploy the OptaSense Traffic Monitoring Solution on a section of the I-20 Highway in Atlanta. This project validated the performance of OptaSense’s distributed fiber-optic sensing-based traffic monitoring solution as a means of providing accurate and up-to-date traffic speed and traffic count information on state highways.

Initial results have exceeded expectations and demonstrated the potential of the OptaSense solution to deliver accurate and timely traffic flow information using an existing roadside fiber as a traffic sensor.

The acoustic sensing technology converted a roadside fiber-optic cable into an array of virtual speed sensors capable of monitoring the entire highway and providing accurate traffic speed in formation at 165 feet intervals, updated every second from both nearside and far-side lanes. In addition, the ability to provide accurate traffic counts at key locations where fiber-optic monitored road crossings exist was demonstrated.

The rapid and easy installation process (with zero highway closures or need for on-site construction) and the ability of the technology to sense passing traffic on both near and far-side lanes using a single roadside fiber offer significant advantage to GDoT.

Future Opportunities

GDoT intends to further its investment in the OptaSense Traffic Monitoring Solution as it enables them to leverage their prior
investment in fiber optics and rapidly deploy a high-resolution traffic sensor at a fraction of the cost associated with conventional
roadside sensors. Moving forward the department intends to assess options to integrate the OptaSense data into its existing traffic management centre systems and consider deployment to additional highways where the requirement for high quality traffic
information to manage increasing traffic volumes and journey times is vital.

The Challenge

Indianapolis Power & Light Company (IPL) provides retail electric service to more than 470,000 residential, commercial and industrial customers in Indianapolis, Indiana. IPL maintains a vast network of underground infrastructure and power cables throughout downtown Indianapolis which are subject to faults from both naturally-occurring and man-made damage.

Current methods of detecting primary faults uses a “thumping” method. This involves repeatedly applying a 10kV pulse to the faulty cable. Technicians are then deployed in the field and listed at each manhole along the route to try and determine the location of the fault. Sustained or frequent testing can be detrimental to the integrity of the cable and sometimes the pulsing can go on for days.

Solution Deployment

To access a better solution, IPL’s engineering team recently implemented a pilot program using OptaSense’s fiberoptic- based Distributed Acoustic Sensing (DAS) technology to monitor for threats to the underground network. The technology allows IPL to monitor for infrastructure damage, third party intrusion in the removal of manhole covers, as well as locating cable faults.

Following the successful evaluation of the OptaSense intrusion detection system in December 2017 on a fiber cable in downtown Chicago, IPL worked with OptaSense to provide a similar setup as the pilot project for a 1.6-mile route in downtown Indianapolis.

Delivered Value

The implementation of DAS has allowed IPL to become the first electric utility to use fiber-optic sensing technology to monitor threats to an underground secondary network. More importantly, the system allows IPL to be proactive in ensuring the downtown secondary network remains a safe, reliable system.

Monitoring of the power cable with DAS allows the client to rapidly detect and locate faults, reducing the amount of manhours typically required. Additionally, by reducing the amount of “thumping” required along the cable, the chances of further damage to cable is subsequently reduced.

The Challenge

Nuclear power plants provide one fifth of the electricity in the U.S. Running a plant has always carried risks. It can be dangerous work on the inside — and on the outside, especially in the new era of terrorist threats.

While nuclear facilities and materials have always been inherently safe, terrorist events of September 11, 2001, created a paradigm shift in security philosophy. Advent of the military’s Defense-InDepth (Deter, Detect, Deny, Delay & Defend) provided a model for security professionals to begin to think strategically and proactively about solving the problem of third-party intrusion.

Security enhancements put in place after September 11 include upgraded technologies, security officer training, increased patrols, additional physical barriers, greater stand-off distances and more restrictive access controls.

Layered Defense-in-Depth

In addition, as technology has evolved, new potentials for more effective and efficient measures have become available, and with that, integration between detection and assessment devices. Now, intelligent early detection systems can feed directly into a video platform for machine to machine validation.

This creates a need for a wholistic system approach which can provide operators lower overall “alarm fatigue” and quicker response time to the potential threat.

The Solution

In order to meet and exceed regulations, the client began researching which perimeter detection systems could provide the required detection and classification. OptaSense’s buried fiber solution using distributed fiber-optic sensing (DFOS) was selected. Using a single strand of single-mode fiber to detect acoustic activity, combined with advanced software algorithms, the OptaSense Perimeter Intrusion Detection System (PIDS) detects activity and classifies on stealth approach, personnel, vehicles, manual and mechanical digging. When integrated to a camera system, a “slew-tocue” feature is exploited, giving operators an immediate alert with visual validation of the intrusion activity.

Using OptaSense’s DFOS solution, an integrated platform was designed with the goal of creating a real-time and redundant intrusion detection system.

OptaSense, the client, and a partner developed a site “nervous system” from which alarms along the perimeter detected and classified on digging, personnel and vehicles and then cued cameras to not only verify the target but begin interacting immediately.

Additionally, most nuclear power stations are located near an abundance of cooling water and it is an essential resource for not only generating steam but is also used in the reactor cooling process. Any disruption to that water supply can be crippling to the plant’s production. The threat of water-borne intrusion or disturbances can also be thwarted using the OptaSense PIDS solution

Project Overview

Protecting information does not just require components of cyber or insider-threat mitigation. In today’s world, access control and physical security also play a key role in securing critical information for financial, medical, government, public infrastructure and private data center users.

Along with standard security protocol, including access control and reinforced gates and fencing, an OptaSense® client required an early detection and assessment system that was covert, had a high probability of detection and could be easily integrated into an existing camera and thermal detection systems.

Solution Deployment

To address the client’s needs, OptaSense’s Perimeter Intrusion Detection System (PIDS) was selected. The OptaSense PIDS solution utilizes one strand of a single mode standard telecommunications fiber, installed along the perimeter of an asset, to monitor acoustic activity. Advanced algorithms detect the activity and classify any stealth approach, personnel, vehicles, or digging. When integrated to a camera system a “slew-to-cue” feature is exploited giving operators an immediate alert with visual validation of the classified activity.

OptaSense worked with the security integrator to meet the client’s requirements. A site survey was completed to validate unique topographical and environmental conditions. Advanced engineering work was completed to ensure the system design was accurate for detecting personnel, vehicles and digging at the client’s requested specifications and distances. Extensive engineering support was provided during the Site Acceptance Testing and Fine-Tuning phases of the deployment. This led to a successful commissioning and hand off to the client.

Project Overview

With over 2 million square kilometres, the Kingdom of Saudi Arabia is a vast country, almost nine times the size of the United Kingdom. Most of the land is arid with no continuous flowing rivers, lakes or other natural water reserves. To sustain the swiftly growing population of over 66 million, a large portion of fresh water needs to be generated by desalination.

The government-owned Saline Water Conversion Corporation (SWCC) operates 31 desalination plants in 17 locations along the East and West coasts of Saudi Arabia. Through a pipeline network of more than 5,600 km, the treated water is transported into more than 46 governorates and cities throughout the Kingdom.

Ras Al-Khair Supply Pipelines

Ras Al-Khair is the location of a desalination project on the east cost of Saudi Arabia. The plant supplies water to Riyadh, Al Majma’ah, Shaqraa, Al-Ghat, Thadig, and Al Zulfi through a total of 914km of pipeline. OptaSense began installation of Phase 1 of the project in March 2019.

Riyadh City Feeder Pipelines

Three pipelines within Riyadh, amounting to 133 km are ensuring the transport of water from the city reservoirs to terminal
stations for the distribution to the consumer. OptaSense will install its latest distributed fiber-optic sensing (DFOS) system on all three critical feeder pipelines following the completion of the Ras Al-Khair Phase 1 installation.

Advanced Monitoring Solution

To address the customer’s problem, OptaSense® engineers suggested the installation of the OptaSense Pipeline Monitoring System (PMS) for third-party intrusion (TPI) detection. The OptaSense PMS offers a variety of detector applications to monitor right of way and third-party interference, geohazards, theft, and critical infrastructure in real time, from a single operating system. Offering third party interference monitoring and right of way detection, the OptaSense system can alert the pipeline operator of potentially hazardous activity occurring within the pipeline corridor, such as digging, vehicle movement and other large machinery, before contact with the pipe is made.

Activities or events that occur along a pipeline produce unique sounds and vibrations, which DFOS can detect. Using advanced processing, these unique acoustics are analyzed to eliminate background noise and then converted into a high resolution visual. By applying advanced algorithms, these sounds and vibrations are deciphered to create specific alarms for a given event or sequence of events— allowing the operator to monitor individual or interactive threats, where and how often they occur, whether they are time-dependent and their potential of becoming a major issue.

OptaSense has a strong track-record of providing TPI monitoring solutions in both urban and desert environments and is well-prepared for future expansion of these water pipeline projects due to the continuing growth of Riyadh and other Saudi Arabian cities.

Added Benefit

The aim of both projects is to contribute to the integrity of the water pipelines and thus secure an uninterrupted water supply to the Saudi consumer. For example, any potentially harmful construction activity near the pipeline will generate an alert that can be addressed before any damage can occur. Running from Azerbaijan to Europe, the Trans-Anatolian Natural Gas Pipeline (TANAP) forms a central part of the Southern Gas Corridor, connecting the giant Shah Deniz gas field to European markets. Since its completion in 2018, the project has been of major strategic importance for the region, enabling Azerbaijani gas exports into Europe while strengthening Turkey’s role as a regional energy hub. Providing integrated leak detection and security monitoring

TANAP awarded a contract to OptaSense, working in partnership with an  international communications and security systems provider to deliver the world’s largest fiber distributed sensing project. Deploying unique Distributed Acoustic Sensing (DAS) technology, OptaSense Fiber Optic Pipeline Monitoring provides leak detection and security monitoring for more than 1,850km of pipeline, including perimeter security for all facilities.

TANAP solutions include pipeline leak detection, third party intrusion and other security functionality, all delivered via a single fiber-optic cable that ‘listens’ to the pipeline to provide detailed data on its status. Changes feed to an interrogator unit in real time, enabling any issues or threats to be identified and addressed early to maintain the highest levels of pipeline integrity
